Meet Our Board:

Kimberly Hall Barlow - Board Chair

Mrs. Hall-Barlow is a partner in the law firm of Jones & Mayer, serving municipalities and government agencies throughout the State. She is City Attorney for the City of Costa Mesa and Assistant City Attorney in five other Orange County and Los Angeles County cities. In addition to her work with WTLC, she provides pro bono legal services to victims of domestic violence through the Public Law Center. She is the proud mother of three children and hopes that they will one day see a world in which occurs no violence or abuse within families.


Dr. Ana Nogales

Dr. Nogales is one of the most well-known and respected Latinas in the United States. Through her practice in Psychology, media presence, numerous books, and organizational leadership, she has dedicated herself to ensuring the mental health and success of women, Latinos, and anyone else who struggles with cultural and personal issues, victimization, and inequality. After immigrating to the United States in 1979, Dr. Nogales completed her doctorate degree in psychology at the United States International University in San Diego. Dr. Nogales is the founder and Clinical Director of the nonprofit organization, Casa de la Familia, which she established for victims of crimes such as human trafficking, domestic violence, rape, sexual assault, child sexual and physical abuse. Dr. Nogales has received numerous honors and recognitions, and has had a long career of accomplishments.


Jessica S. Dorman-Davis

Jessica S. Dorman-Davis is a Partner with the law firm of Freeman, Freeman & Smiley, LLP, Irvine, California. Jessica has been certified by the California State Bar as a Specialist in Estate Planning, Trust and Probate Law. She has recently been recognized as a Super Lawyer in the Estate Planning and Trust practice for Southern California and a Five Star Wealth Manager for Orange County for 2010. Jessica represents high net worth individuals in her tax and estate planning practice. She also represents universities and other charitable organizations in her tax and trust administration practice. Jessica teaches estate planning and techniques for the American Institute for Philanthropic Studies at California State University, Long Beach and has taught for the Orange County Community Foundation. She also speaks regularly for the California Education of the Bar to other attorneys and to legal and non-legal groups on trust and estate planning matters.


Paul E. Prichard - Former Board Chair

Mr. Prichard graduated from prestigious Chapman University with a BA in Business & Economics, Pacific Coast Banking School, University of Washington. He has excelled in Bank Management for 45 years in Orange County; Mr. Prichard is currently the V.P. in Anaheim Office of Pacific Western Bank. He is also the Founder and Post Advisor to nation’s first Explorer Scout Post in Business/Finance. Board Member and Past President of Orange County Financial Society Member Crosspointe Church in Yorba Linda. Has lived for 36 years in Yorba Linda with wife, Marcia. Hobbies: Travel, golf and basketball.


Rocio G. Watson

Mrs. Watson served as the WTLC’s Executive Director for the past 6 years. Shortly after finishing her studies Mrs. Watson worked for the Orange County Victim/Witness Assistance Program for over 3 years and had the opportunity to advocate young victims of sexual and child abuse.

In 2000 Mrs. Watson joined the Orange County District Attorney’s Office and assisted in the implementation of the Government & Community Relations Unit. During her time in the OCDA’s office Mrs. Watson assisted in the creation of the Hispanic & Vietnamese Community Services outreach programs. During her work with the Orange County District Attorney’s Office Mrs. Watson worked directly with the Latino & Vietnamese populations and created media awareness campaigns addressing issues such as victim’s rights and victim resource programs.

In her spare time Mrs. Watson is a community activist and advocates for migrants’ rights and children’s rights. Mrs. Watson is also the founder and Executive Director of the Children of Chiapas Foundation. The Children of Chiapas Foundation is a bi-national non-profit organization that promotes children’s rights in Mexico and in the U.S. Mrs. Watson now lives in the Washington D.C. area and continues to support the work of WTLC as a member of its Board of Directors.


Lori Maxfield

Is an entrepreneur and has been a business owner for over 20 years. In 1981 Mrs. Maxfield along with her family opened Clark’s Collection,a retail collectible gift store which she managed and later owned and operated until 2000.

As a passionate advocate for women and children Mrs. Maxfiled joined the General Federation of Women’s Clubs of the East San Gabriel Valley Chapter. Mrs. Maxfield served as the Clubs’ treasurer for two years and later in 2005 transferred to the Placentia Round Table Women’s Club, which in turn connected her with the work of WTLC. For the past 5 years Mrs. Maxfield has been the official club’s liaison to WTLC and has volunteered hundreds of hours in our residential facilities. In 2008 Mrs. Maxfield joined the WTLC Board of Directors as the facilities liaison and co-founded Operation Facelift. Operation Facelift is an ambitious and wonderful effort to renovate our residential programs and children’s facilities. Mrs. Maxfield is a fierce advocate for all survivors of domestic violence and human trafficking. Mrs. Maxfield is married to Mr. Dave Maxfield and lives in Placentia.
